Blizzard Explains Why WoW: Forever’s Pre-Launch Patch Breaks From Classic’s Power Budgets

World of Warcraft: Forever goes live globally today, and ahead of that launch, Blizzard has pushed through one more wave of balance tuning. The changes were posted as part of a longer set of pre-release patch notes by community manager Kaivax on the official WoW forums, and they rework how far Forever’s classes are allowed to stray from the power level of vanilla WoW, in service of letting more of the mode’s new ideas breathe.

Why Blizzard Abandoned Classic’s Power Budgets

According to the dev notes, the team spent much of the beta trying to hold each class close to its original Classic power budget, but found that every new feature added to Forever had to come at some existing ability’s expense. That trade-off reportedly left several iconic Classic abilities feeling lackluster and closed off design directions the team considered worth exploring. Over the past two weeks, Blizzard raised outgoing class damage across the board and increased the health of higher level creatures to compensate, adding tuning headroom the team says should make the overall experience feel better.

Blizzard also acknowledged that some earlier changes had leaned too heavily on solutions borrowed from Burning Crusade or Wrath of the Lich King instead of fitting Forever’s own combat model, and this patch is meant to correct course. The stated goal isn’t perfect numerical equality between classes, but making every class feel essential to the groups it joins while standing clearly apart from the rest.

Class identity, not just raw numbers, is the focus of WoW: Forever’s final pre-launch balance pass.

Tanks Get a Big Threat Boost

With Blessing of Salvation removed from the game, threat generation shouldn’t lean on a single Paladin spell, so Blizzard ramped up every tank’s own threat tools instead. Warriors’ Defensive Stance jumps from a 30 percent to an 80 percent threat bonus, Druids’ Bear Form rises from 50 percent to 115 percent, and Paladins receive a comparable increase of their own.

Rogues Get a New Core Tool

Rogues also gain a new off-hand ability called Shank, which behaves differently depending on specialization. Combat Rogues get extra energy from it, Subtlety Rogues bank additional combo points, and Assassination Rogues can use it to make enemies more vulnerable to their poisons.

No Major Changes Planned Before Raids Open

Barring bugs or serious outliers, Blizzard doesn’t expect to make further big tuning swings before next month’s raid launch, planning instead to gather data from players leveling past 30 before a larger balance pass. The team frames this patch as just a starting point, noting that these classes will keep evolving in Forever the same way they did after WoW’s original 2004 launch.
