What Happened to Raccoon City? The Resident Evil Outbreak Explained From the Mansion Incident to Requiem

Raccoon City is the most famous ruin in video games. The Resident Evil 2, 3 and 4 remakes arrive on Nintendo Switch 2 on October 16, 2026, and Resident Evil Requiem took players back to the city’s remains earlier this year, so a lot of players are asking the same question: what happened to Raccoon City? This is the full story, from Umbrella’s secret labs in the Arklay Mountains and the Mansion Incident to the outbreak, the missile strike that wiped the city off the map, and what Requiem revealed 28 years later.

We stick to what the games themselves establish. Where a later game reframes older events, or where we are only interpreting, we say so clearly. Dates follow the official in-game timeline that Capcom’s games use.

โš ๏ธ Spoiler Warning โš ๏ธ This article covers the stories of Resident Evil Zero, Resident Evil, Resident Evil 2, Resident Evil 3 and Resident Evil Outbreak in full, and touches on a major story reveal from Resident Evil Requiem in a clearly marked section.

๐Ÿ™๏ธ What Is Raccoon City? Umbrella’s Company Town

On the surface, Raccoon City is an ordinary American city with a police department, a hospital, a university, a subway line and a quiet downtown. Underneath, it belongs to the Umbrella Corporation. Umbrella is the city’s largest employer and its economic backbone, and the games make clear that its money reached deep into local politics and law enforcement.

In the forests of the nearby Arklay Mountains stands the Spencer Mansion, the estate of Umbrella co-founder Oswell E. Spencer. Hidden beneath it is the Arklay Laboratory, one of the places where Umbrella develops its bio-organic weapons, or B.O.W.s. Even deeper beneath the city itself, Umbrella runs an underground research complex known as NEST. Raccoon City, in other words, was built on top of the very thing that would destroy it.

โ˜‚๏ธ How Umbrella Began: Spencer, Marcus and the T-Virus

Umbrella was founded in 1968 by Oswell E. Spencer, Edward Ashford and James Marcus, after the discovery of the Progenitor virus. Officially, it was a pharmaceutical company. In reality, the founders wanted to use the virus to create living weapons.

Marcus ran Umbrella’s executive training facility in the Arklay Mountains and became the father of the T-virus, which he created by combining the Progenitor virus with leech DNA. The T-virus turns most people into the mindless, flesh-eating zombies the series is famous for, and it became the basis of Umbrella’s whole weapons program.

Marcus’ success made him a rival to Spencer. In 1988, Spencer had him assassinated, and the job was carried out by two of Marcus’ own former students: Albert Wesker and William Birkin. Both men would play central roles in what happened to Raccoon City ten years later.

๐Ÿš‚ July 1998: The Arklay Murders and Resident Evil Zero

The first sign of disaster came in the summer of 1998, when a string of cannibalistic murders shook the outskirts of Raccoon City in the Arklay area. The Raccoon Police Department sent its elite unit, S.T.A.R.S., to investigate.

Resident Evil Zero follows S.T.A.R.S. Bravo Team on July 23, 1998. Their helicopter crash-lands in the forest, and medic Rebecca Chambers discovers the Ecliptic Express, an Umbrella-owned train whose passengers have turned into zombies. She teams up with Billy Coen, a former Marine who was being transported for execution when his police van crashed nearby.

Together they uncover the truth behind the outbreak. A mysterious young man controlling swarms of leeches is the Queen Leech, Marcus’ final experiment, which entered Marcus’ corpse, took on his form and memories, and now believes it is Marcus. Its outbreak is revenge against Umbrella. Rebecca and Billy defeat it, while Birkin triggers the self-destruct of the old training facility. Rebecca reports Billy as dead, lets him go, and heads toward a mansion in the woods to find the rest of her team.

๐Ÿš๏ธ The Mansion Incident: How S.T.A.R.S. Uncovered Umbrella

The next day, July 24, 1998, S.T.A.R.S. Alpha Team goes looking for the missing Bravo Team. That is the story of the original Resident Evil. The team consists of Chris Redfield, Jill Valentine, Barry Burton, Joseph Frost, pilot Brad Vickers and their captain, Albert Wesker. Infected dogs kill Joseph, Brad panics and flies off in the helicopter, and the others flee into the Spencer Mansion.

Inside, they find the bodies of Bravo Team and the horror of the Arklay Laboratory. The murders were caused by the T-virus. The biggest twist is Wesker himself: the S.T.A.R.S. captain is Umbrella’s mole, who had blackmailed Barry by threatening his family. In the lab, Wesker unleashes the Tyrant, Umbrella’s prototype super soldier, which apparently kills him. The survivors destroy it, the mansion’s self-destruct sequence is activated, and Brad returns to fly Chris, Jill, Barry and Rebecca out before the estate explodes. Wesker, as later games reveal, survived.

The S.T.A.R.S. survivors tried to warn the city. But RPD Chief Brian Irons had been bribed by Umbrella, and their warnings went nowhere. Chris eventually left Raccoon City for Europe to investigate Umbrella directly, while Jill stayed behind. Raccoon City had two months left.

๐Ÿงฌ How Did the Raccoon City Outbreak Start? William Birkin and the G-Virus

The disaster that destroyed Raccoon City did not start in the mansion. It started underneath the city, in the NEST lab, with William Birkin. Birkin had moved beyond the T-virus to a new and far more dangerous creation, the G-virus. He planned to hand it over to the U.S. military, and Umbrella found out.

In September 1998, Umbrella sent a team from its Umbrella Security Service, or U.S.S., including the operative later known as HUNK, to seize the G-virus. The soldiers shot Birkin. Dying, he injected himself with the G-virus, mutated into a monster and slaughtered the team. In the chaos, T-virus samples were smashed, and rats feeding on the dead soldiers spread the infection through the sewers and into the city.

Within days, Raccoon City was falling apart. This is the setting of three games that happen almost at the same time: Resident Evil 3, Resident Evil 2 and Resident Evil Outbreak.

๐Ÿ”ฅ Resident Evil 3: Jill Valentine, Nemesis and the Last Days of Raccoon City

Resident Evil 3 begins on September 28, 1998, 24 hours before Resident Evil 2, with Jill Valentine trying to escape a city already overrun. Umbrella has a new problem to solve: the surviving S.T.A.R.S. members know too much. It deploys Nemesis, officially the Nemesis-T Type, a bioweapon built to hunt them down. Its first victim is Brad Vickers, the pilot who had saved the Alpha Team in July.

Jill joins forces with mercenaries of the Umbrella Biohazard Countermeasure Service, or U.B.C.S., a unit Umbrella sent in to rescue civilians. The key survivors are Carlos Oliveira, Mikhail Victor and Nikolai Zinoviev, spelled Nicholai Ginovaef in the original English release. Mikhail sacrifices himself to hold off Nemesis, and Nikolai turns out to be a so-called supervisor, secretly sent to collect combat data on Umbrella’s bioweapons rather than to save anyone.

At the city’s Clock Tower, Nemesis infects Jill with the T-virus. Carlos keeps her alive and finds a vaccine at an Umbrella-owned hospital. Jill recovers just in time to learn the worst news of all: the U.S. government is going to destroy Raccoon City.

๐Ÿš” Resident Evil 2: Leon, Claire and the Fall of the R.P.D.

Resident Evil 2 starts on the night of September 29, 1998, as two newcomers drive into a city that has already fallen. Leon S. Kennedy is a rookie RPD officer reporting for his first day on the job. Claire Redfield, a college student, has come to Raccoon City looking for her brother Chris. They meet on the street and make their way to the Raccoon Police Department, where only a handful of officers are still alive.

The police station turns out to be a trap. Chief Irons has lost his mind and dies at the hands of a G-virus monster. Umbrella drops a Tyrant into the building, the hulking figure fans call Mr. X, to recover the G-virus. Leon meets Ada Wong, a mysterious woman who is secretly after the virus herself. Claire finds Sherry Birkin, William Birkin’s young daughter, who is being hunted by her own mutated father.

The trail leads through the sewers down into the NEST lab. Sherry is infected with a G-virus embryo, and her mother, Annette Birkin, shows Claire how to make the vaccine before she dies. Leon, Claire and Sherry escape on an emergency train as the facility self-destructs, and the monstrous Birkin is finally destroyed. Ada is left behind and presumed dead, although she would return in later games.

๐Ÿบ Resident Evil Outbreak: The Ordinary Citizens Trapped Inside

While the heroes of Resident Evil 2 and 3 fight their way out, Resident Evil Outbreak and Outbreak File #2 show the disaster from the point of view of ordinary people. The story begins in J’s Bar, where a zombie attacks the staff, and follows eight survivors across the city:

  • Kevin Ryman, an RPD officer
  • Mark Wilkins, a security guard and Vietnam War veteran
  • Jim Chapman, a subway worker
  • George Hamilton, a surgeon at Raccoon General Hospital
  • David King, a handyman
  • Alyssa Ashcroft, an investigative reporter for the Raccoon Press
  • Yoko Suzuki, a university student and former Umbrella employee
  • Cindy Lennox, a waitress at J’s Bar

Outbreak’s endings vary depending on the player, so the fate of most of its cast was left open for years. That changed with Resident Evil Requiem, which confirms that Alyssa Ashcroft made it out and built a life after Raccoon City.

๐Ÿš€ Who Destroyed Raccoon City? The Missile Strike of October 1, 1998

By the end of September, the outbreak could no longer be contained. With the President’s authorization, the U.S. government decided to sterilize the area. At sunrise on October 1, 1998, an experimental thermobaric missile struck Raccoon City and destroyed it, killing the infected and erasing much of the evidence along with them.

Jill sees the end of the city with her own eyes. After a final battle with Nemesis, she escapes by helicopter with Carlos moments before the missile hits. In one of the original game’s alternate endings, Barry Burton is the one who picks them up.

๐Ÿ‘ฅ Raccoon City Survivors: Who Made It Out?

Of a city of many thousands, only a few people are canonically confirmed to have escaped the outbreak:

  • Leon S. Kennedy, who later works for the U.S. government
  • Claire Redfield, who continues searching for Chris
  • Sherry Birkin, who is taken into U.S. government custody
  • Jill Valentine and Carlos Oliveira, who escape by helicopter
  • Ada Wong, presumed dead in Resident Evil 2 but alive by Resident Evil 4
  • HUNK, the only survivor of the U.S.S. team, who escapes with a G-virus sample
  • Alyssa Ashcroft, whose survival is confirmed by Resident Evil Requiem

โš–๏ธ The Aftermath: How Raccoon City Brought Down Umbrella

Umbrella did not survive its own disaster for long. The destruction of Raccoon City brought investigations and lawsuits, and the company’s facilities fell one after another. In 2003, Chris Redfield and Jill Valentine destroyed Umbrella’s last major stronghold in Russia, run by Sergei Vladimir. In 2004, after a court trial in which Albert Wesker himself provided evidence against Spencer, Umbrella declared bankruptcy.

The bioweapons, however, did not disappear with the company. Umbrella’s research leaked onto the black market, and the threat of bioterrorism became the focus of every Resident Evil game that followed, from Leon’s mission in Resident Evil 4 to the BSAA in later entries.

๐Ÿ•ฏ๏ธ Raccoon City in Resident Evil Requiem

Resident Evil Requiem, directed by Koshi Nakanishi and released in February 2026, brings the series back to where it all began. The game is set in 2026, 28 years after the destruction of Raccoon City, which is now a quarantined ruin. Its main protagonist is Grace Ashcroft, an FBI analyst and the daughter of Alyssa Ashcroft from Resident Evil Outbreak. Grace investigates a mysterious death at the abandoned Wrenwood Hotel, the place where her mother was murdered eight years earlier. Leon S. Kennedy returns as the second playable character.

โš ๏ธ Requiem Spoilers โš ๏ธ Requiem also reframes the night the city died. In Grace’s Report, an in-game document that sums up her findings, Grace argues that the missile strike was not launched just to stop the infection. According to her report, it was meant to hide the government’s ties to Umbrella and put all the blame on Spencer, with a criminal group called The Connections lobbying for the strike. Before the missile hit, a secret underground facility beneath the city called ARK was secured, and Spencer’s mysterious project Elpis turns out to be an antiviral rather than a weapon. Grace presents much of this as her own conclusions, so it is best read as Requiem’s new take on the incident rather than the final word.

๐ŸŽฎ Where to Play the Raccoon City Story

If you want to experience the Raccoon City story yourself, the modern remakes are the easiest way in. Capcom is bringing the Resident Evil 2, Resident Evil 3 and Resident Evil 4 remakes to Nintendo Switch 2 digitally on October 16, 2026, with physical editions following on January 29, 2027. Resident Evil 4 is not set in Raccoon City, but it continues Leon’s story six years later. Final Words

Raccoon City is where Resident Evil became more than a haunted house story. A pharmaceutical company built a city on top of its secrets, and in just over two months in 1998, those secrets escaped, consumed the population and forced a government to erase an entire American city. Almost everything that followed in the series, Leon’s career, Jill and Chris’ war on bioterrorism, the fall of Umbrella and now Grace Ashcroft’s investigation, traces back to that single night of October 1. If you are revisiting Resident Evil 2 and 3 on Switch 2, you are walking through the most important ruin in survival horror before it fell.
